Edmund M. Ragsdale was born on 2 January 1904 in Brunson, South Carolina. He was appointed a midshipman in June 1922, and commissioned an Ensign in 1929. Ragsdale was promoted as follows: on 3 June 1929 to Lieutenant (junior grade), August 1936 to Lieutenant, January 1941 to Lieutenant Commander, January 1943 to Commander and August 1943 to Captain.
